Blackwater River Above Franklin affecting Southampton, City of Suffolk, Isle of Wight and City of Franklin Counties. For the Chowan Basin. including Sebrell, Franklin. Moderate flooding is forecast. * WHAT. Minor flooding is forecast. * WHERE. Blackwater River above Franklin. * WHEN. From Friday morning to early Monday morning. * IMPACTS. At 10.8 feet, A portion of Barretts Landing River Walk is innundated in Downtown Franklin area. At 11.8 feet, A portion of State Route 611 in Southampton County, Joyners Bridge Road, is innundated. A portion of State Route 619, in Isle of Wight County, is flooded. * ADDITIONAL DETAILS. - At 12:45 PM EDT Thursday the stage was 10.0 feet. - Bankfull stage is 6.8 feet. - Forecast. The river is expected to rise above flood stage tomorrow morning to a crest of 11.6 feet Saturday morning.
