A portion of Southwest California, including the following areas, San Diego County Coastal Areas, San Diego County Mountains below the snow level and San Diego County Valleys. * WHEN. From Tuesday morning through Wednesday evening. * IMPACTS. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Low-water crossings may be flooded. The San Diego River at Fashion Valley and the Santa Margarita River will both have flow and reach monitor stage. Low water crossings in and around Fashion Valley may flood. * ADDITIONAL DETAILS. - Widespread moderate to heavy rain is expected starting Tuesday morning, continuing into Wednesday.
