Portions of north central North Carolina, including the following counties, Caswell, Rockingham and Stokes and south central Virginia, including the following county, Halifax. * WHEN. From 1 PM EDT this afternoon through Monday morning. * IMPACTS. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks.
