In south central Kentucky, Pulaski, Rockcastle and Wayne. In southeast Kentucky, Breathitt, Jackson, Lee, Magoffin, Owsley and Wolfe. * WHEN. Through Friday evening. * IMPACTS. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. * ADDITIONAL DETAILS. - Widespread showers and some embedded thunderstorms will affect the area into Friday as Tropical System Helene approaches and interacts with a nearby stalled frontal boundary. Periods of heavy to, at times, torrential rainfall are expected from this, which may lead to incidents of flash flooding. Isolated mudslides will also be possible during this time.
