Portions of southwest Arkansas, including the following counties, Howard, Little River, Miller and Sevier, southeast Oklahoma, including the following county, McCurtain, and northeast Texas, including the following counties, Bowie, Camp, Cass, Franklin, Gregg, Harrison, Marion, Morris, Red River, Smith, Titus, Upshur and Wood. * WHEN. Through Friday evening. * IMPACTS. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS. - Excessive, heavy rainfall will continue across the Flood Watch area through tonight and into Friday with 2 to 4 inches of rainfall possible with isolated higher amounts. Soils remain very saturated from previous rainfall over the last week and thus, the flash flood threat will only increase overnight into Friday from additional forecasted rainfall.

The National Weather Service in Shreveport LA has issued a Flood Warning for the following rivers in Texas. Black Cypress Bayou At Jefferson affecting Cass and Marion Counties. For the Black Cypress Bayou. including Jefferson. Minor flooding is forecast. * WHAT. Minor flooding is forecast. * WHERE. Black Cypress Bayou at Jefferson. * WHEN. From late tonight to late Monday evening. * IMPACTS. At 13.0 feet, Lowland flooding will affect mainly timber resources. * ADDITIONAL DETAILS. - At 1:00 PM CDT Friday the stage was 11.3 feet. - Bankfull stage is 13.0 feet. - Forecast. The river is expected to rise above flood stage late tonight to a crest of 14.0 feet tomorrow evening. It will then fall below flood stage early Monday morning. - Flood stage is 13.0 feet. - Flood History.
