Portions of Arkansas, including the following counties, Columbia, Hempstead, Howard, Lafayette, Little River, Miller, Nevada, Sevier and Union, Louisiana, including the following parishes, Bienville, Bossier, Caddo, Caldwell, Claiborne, De Soto, Grant, Jackson, La Salle, Lincoln, Natchitoches, Ouachita, Red River, Sabine, Union, Webster and Winn, southeast Oklahoma, including the following county, McCurtain, and Texas, including the following counties, Angelina, Bowie, Camp, Cass, Cherokee, Franklin, Gregg, Harrison, Marion, Morris, Nacogdoches, Panola, Red River, Rusk, Sabine, San Augustine, Shelby, Smith, Titus, Upshur and Wood. * WHEN. From 7 AM CDT this morning through Wednesday evening. * IMPACTS. Excessive runoff may result in flooding of rivers, bayous, creeks, streams and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Extensive street flooding and flooding of creeks and rivers are possible. Area creeks and streams are running high and could flood with more heavy rain. * ADDITIONAL DETAILS. - The Northwest Flow pattern of late has saturated soils across most if not all of the Four-State area in recent days. For the Black Cypress Bayou. including Jefferson. Minor flooding is forecast. * WHAT. Minor flooding is forecast. * WHERE. Black Cypress Bayou at Jefferson. * WHEN. From this afternoon until further notice. * IMPACTS. At 13.0 feet, Lowland flooding will affect mainly timber resources. * ADDITIONAL DETAILS. - At 7:00 AM CDT Monday the stage was 12.9 feet. - Bankfull stage is 13.0 feet. - Forecast. The river will rise above flood stage this afternoon to 13.5 feet Friday morning. - Flood stage is 13.0 feet. - Flood History. The maximum river stage in the 24 hours ending at 9:00 PM CDT Monday was 13.4 feet. - Forecast. The river is expected to rise to a crest of 13.4 feet just after midnight tonight. It will then rise to 13.5 feet early Friday morning. Additional rises are possible thereafter. - Flood stage is 13.0 feet. - Flood History.
