Portions of Illinois, including the following areas, Bureau, Hancock, Henderson, Henry IL, McDonough, Mercer, Putnam, Rock Island and Warren, Iowa, including the following areas, Cedar, Des Moines, Henry IA, Iowa, Jefferson, Johnson, Keokuk, Lee, Louisa, Muscatine, Scott, Van Buren and Washington, and northeast Missouri, including the following areas, Clark and Scotland. * WHEN. From 4 PM CDT this afternoon through 7 AM CDT Wednesday morning. * IMPACTS. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. * ADDITIONAL DETAILS. - Numerous thunderstorms producing very heavy rainfall are expected to develop ahead of a slow moving cold front. Several inches of rain in a short time is possible.

Heat index readings will rise to the upper 90s to around 100 degrees through early this evening. The National Weather Service in Quad Cities IA IL has issued a Flood Warning for the following rivers in Iowa. Cedar River at Vinton affecting Benton County. Cedar River AT Palo Blairs Ferry Rd affecting Linn County. Additional information is available at www.weather.gov/quadcities. The next statement will be issued by Wednesday morning at 1145 AM CDT. * WHAT. Minor flooding is forecast. * WHERE. Cedar River at Vinton. * WHEN. From late Wednesday night to early Saturday morning. * IMPACTS. At 15.0 feet, Minor Flood Stage. Agricultural and low land flooding is ongoing. Water affects much of 22nd Avenue Road northwest of Vinton. * ADDITIONAL DETAILS. - At 11:00 AM CDT Tuesday the stage was 11.1 feet and rising. - Forecast. The river is expected to rise above flood stage early Thursday morning to a crest of 15.9 feet early Friday morning. It will then fall below flood stage Friday evening. - Flood stage is 15.0 feet.

The Shell Rock River at Shell Rock, or from Flood Creek near Clarksville to the Cedar River. * WHEN. Until Thursday morning. * IMPACTS. At 13.0 feet, Part of S Lake St is closed. * ADDITIONAL DETAILS. - At 9:45 AM CDT Tuesday the stage was 12.8 feet. - Forecast. The river is expected to fall below flood stage tomorrow evening and continue falling and remain below flood stage. - Flood stage is 12.0 feet.

At 93.8 feet, Water affects Cedar City. the road at 216 E Lake St. and the north edge of the road at 2125 Lone Tree Rd. * ADDITIONAL DETAILS. - At 9:45 AM CDT Tuesday the stage was 92.6 feet. - Forecast. The river is expected to rise to a crest of 93.7 feet early tomorrow afternoon. It will then fall below flood stage early Friday afternoon. - Flood stage is 89.0 feet.
