Portions of Arkansas, including the following counties, Columbia, Hempstead, Howard, Lafayette, Little River, Miller, Nevada, Sevier and Union, Louisiana, including the following parishes, Bienville, Bossier, Caddo, Caldwell, Claiborne, De Soto, Grant, Jackson, La Salle, Lincoln, Natchitoches, Ouachita, Red River, Sabine, Union, Webster and Winn, southeast Oklahoma, including the following county, McCurtain, and Texas, including the following counties, Angelina, Bowie, Camp, Cass, Cherokee, Franklin, Gregg, Harrison, Marion, Morris, Nacogdoches, Panola, Red River, Rusk, Sabine, San Augustine, Shelby, Smith, Titus, Upshur and Wood. * WHEN. Through early this evening at 7 p.m. * IMPACTS. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Extensive street flooding and flooding of creeks and rivers are possible.
